Professional Bio:

Dr. Frank possesses business experience with an emphasis in entrepreneurial service-based endeavors.   Having experience in Support and Partnership organizations (DPO/DSO/MSO), has given him unique perspectives that have benefited many practices in different sectors, regardless of allopathic, osteopathic or dental.

Dr. Frank’s approach in his practice consulting endeavor is to aid clients with an ability to achieve certain production levels, profitability, and patient/customer experience that compliments their philosophy, goals, and clinical expertise.   Dr. Frank’s evaluation of the client practice’s systems and implementation of even small changes will produce quantifiable results in areas of customer satisfaction, clinical outcomes and both above and below the line revenue performance.

A member of the United States Navy Dental Corps, Dr. Frank has served at the Walter Reed National Military Medical Center in Maryland, the flagship of the world’s largest joint military medical system, providing care and services to more than 1 million beneficiaries each year.

In his spare time, he enjoys outdoor activities especially with his family and close friends including his English Bulldog, Rocky.

Bill is a founding member and the Chief Operating Officer / Chief Strategy Officer of CDW the Healthcare Consulting Group.  In prior roles, Bill has held positions within the C-Suite (CEO, COO, CFO) within organizations, domestic and throughout the Caribbean Basin, Europe and West/South Africa.

A visionary healthcare administration Strategic Partner and Health Care Operations Transformation Consultant with extensive healthcare system and multi-specialty medical group operational and financial leadership experience, Bill is also known as an innovative, creative thinker who leverages a consultative approach drawing on his healthcare administration experience and a passion for leading multidisciplinary teams to assess and strategize processes for access to safe, timely, and high-quality care. His experience includes joint venture development, physician practice management, technology implementations, insurance payer partnerships, mergers and acquisitions, start-ups, turnarounds, divestitures, spin-offs and business reorganizations. His leadership is credited with turnaround efforts that resulted in growth in services, recruitment of top talent, and improvements in patient experience. In addition, his documented efforts have led to more than $215 million in expansions.

Bill also has extensive experience as an Assistant Professor at the DBA, MBA and MHA levels. In addition to teaching experience, Bill has served as College Campus Executive Officer as well as President of an organization that developed and operated medical schools for North American students in the Caribbean Basin, the United Kingdom, and West Africa, permitting its graduates to sit for the requisite licensing examinations in order to successfully practice medicine in the United States and the United Kingdom.

A law school graduate, Bill also possesses an MBA in Finance and Analysis, a graduate-level certificate in LEAN for hospital and healthcare settings, and advanced certifications in healthcare practice administration, healthcare leadership, and physician practice management in the areas of regulatory affairs, compliance and privacy.

Bill is either currently serving or has served in a board member capacity in both non-profit and for-profit entities, including political action committees (PACs) and the National Quality Forum's Rural Healthcare Advisory Group.

Finally, Bill has testified before Congress and frequently comments on healthcare regulatory matters in the press and on DoctorRadio/Sirius XM Channel 110. He is also a regular conference and presentation speaker and contributes columns to popular physician practice management, health care reimbursement and audit and compliance newsletters and websites.
